President's Report -- December 2011

The Board of Trustees would like to wish all Virginia Run residents a very safe and Happy Holiday season and hope that you
spend it with your loved ones. This is the season to share our happiness and joy with others especially those less fortunate
than ourselves.
Once again this year the Turkey Trot was a huge success. Over 4,000 participants walked or ran this year. On behalf of the
entire Board, I would like to thank all members of the Turkey Trot Committee – past and present for offering their time and
their Thanksgiving weekend to present the Virginia Run Community is such a great way – sharing our homes and Community
with all those who participate.
The results of the Community Survey are in and as expected, they provided some interesting results. Just some of the highlights
from the survey – 281 of 1406 homes participated. That’s about 20 percent of the residents. The objective of the survey was
to gather input from residents in support of our strategic planning efforts. We were interested in the overall demographics,
priorities, satisfaction of services provided, and suggestions on improvements to the Community. Our approach used Survey
Monkey, which is a web based tool that provides the raw data allowing us to prepare our own results summary. For more
details please refer to pages 4 & 5 of the Horn.
One of the things that the survey brought to light is several misconceptions that deserve a comment and clarification. Some
residents are under the misconception that Board and ARB members drive around the Community, write up infractions
or otherwise enforce of the Architectural Review Board (ARB) Guidelines. Nothing could be further from the truth. The
ARB Committee is responsible for developing and submitting for approval changes to the Guidelines and also for making
recommendations to the Board for actions that include Guideline changes, assessments, and escalations of complaints from
homeowners. The Policy Resolutions require the Board and the ARB to make periodic reviews to ensure that the Management
Company is enforcing the Guidelines. Under their contract, Management is responsible for enforcement of the Guidelines
and thus preparation and delivery of notices of infractions. We received the most comments on the survey for the lack of
maintenance of resident’s property along with enforcement of the existing ARB Guidelines.
On behalf of the Community, the Board would like to send out a note of thanks to Representative Tim Hugo for working
with the Board to have the changes to Pleasant Valley road completed. As you may have already noticed the entrance to
Wetherburn Court and the Community Center has changed slightly as VDOT has eliminated the turn lane and narrowed the
road – allowing for a shorter and safer distance for persons crossing the street. Mr. Hugo supported the Board’s request to do
so and worked with VDOT this year to make it happen.
Williams/ Transco provided an in-progress review to the Board at it’s last meeting. The project continues to go as planned
with some updates on the schedule. The dates are still tentative until Williams/ Transco finalizes its vendor contracts. Pre-
construction surveying and set up will begin in May 2012. But as of now constructions is due to begin in the June/ July
2012 timeframe. The project is expected to take only two months within Virginia Run with the project wrapping up in the
August/ September 2012 timeframe. Residents and the Board will be notified of the exact dates that construction will begin.
The Board reminded Williams/ Transco of some of our past concerns, which included safety of the site, construction vehicle
traffic, and restoration of the site to its previous condition. Williams/ Transco is willing to comply and pass these concerns on
to the contractors at time of proposal preparation and contract award.
