Columbia Pipeline Group/TransCanada pipeline project

As you know, CPG/TransCanada had been seeking agreement from the HOA to grant easements on HOA property through Virginia Run for the installation of a 12” natural gas pipeline within the existing Dominion Power easement.  We had been in negotiations for almost two years and we executed the Easement Agreement on February 16, 2018.  Work on the pipeline will begin immediately and most of the activity will be focused on the segment between Pleasant Valley Road and Wetherburn Drive with minimal (if any) impact on the rest of the community.  The most intense construction activity with be near the Dominion/Williams Transco pipeline intersection.  Access to the construction site will be from Wetherburn Drive so residents should exercise care and patience when traveling in the construction zone and the rest of the community should be aware of construction traffic on Pleasant Valley Road.

 

Construction workers will install a Horizontal Direction Drilling (HDD) device in the construction area  and will drill a 3,500’ segment from the Dominion/Williams Transco pipeline intersection to north of Pleasant Valley Road thus eliminating the need for open trenching to install the pipeline.  They will also be staging equipment and widening the access road for access to the work area.  Most of what you will see will be temporary with the exception of a permanent “pig launcher” facility.  The Easement Agreement requires CPG/TransCanada to restore all affected sites to be restored to the preconstruction state.

The overall project is expected to last until June (weather permitting) with major installation work to be completed in May and restoration activities in June.  Construction operations are limited to Monday-Saturday from 7AM to 7PM.


The following provides a general timeline for construction activity and we will update this information as the project progresses. 

 

Near-term Timeline:

 

Feb 16-17

·         Installation of wooden “mats” (large wood pieces that help minimize impacts to the land) in workspaces and over the Williams Transco pipeline corridor (to protect Transco pipeline)

·         Installation of gravel  along easement (off Wetherburn Access point)

·         Installation of Erosion Control Devices and safety fence in the area of the receiver and entry pad

 

Week of Feb 19-Mar 3

·         Begin clearing the area of the receiver

·         Install noise mitigation walls (sound barrier made from poles)

·         Four stream crossings and pond bridge installation

·         Prepare for mobilization of HDD Contractor (bringing in the drilling equipment)

 

Month of March

·         Mobilization of HDD Contractor

·         Begin drilling of pilot hole (anticipate drilling will take approximately four weeks)

Community Center Refresh

We will begin painting the interior of the Community Center on Monday, February 12.  Due to scaffolding and construction crews, access will be limited until the work is completed on March 5, 2018.  Management will be in the building during normal business hours - Monday thru Friday 9:00 am to 5:00 pm to answer phone calls and emails.  The drop box in the front door is always available for payments 24 hours a day.
